To avoid getting caught in an infinite wait loop, the driver only polls the bit for a finite number of times before giving up, at which point it issues this message. For whatever the reason, the ‘MII available’ bit in the media options register on this particular equipment is not set, even though it should be the 3cTX always uses an external PHY transceiver.
